The RFK Ulyanovsk (114) is the only nuclear powered supercarrier in the Russian Navy. The initial commissioned name was to be Kremlin, but was later given the name Ulyanovsk after the Soviet town of Ulyanovsk, which was originally named Simbirsk but later renamed after Vladimir Lenin's original name because he was born there. The Ulyanovsk was 85,000 tons in displacement and carried seventy-six fixed wing aircraft and helicopters.

The Ulyanovsk was laid down on November 25th, 1988 at the Nikolayev Shipyard 444. In 1991, the Soviet government was forced to choose between completing the Riga (Varyag) or the Ulyanovsk. The decision was made to continue the Ulyanovsk citing that it provided greater capabilities and furthered their understanding of carrier operations. Construction continued and the Ulyanovsk was launched April 1995. The Ulyanovsk was be commissioned on August 26th, 1997 after sixteen months of sea trials.
